"He was shooting as I was running until he got to me," Allen said.
Neighbors say the incident started around 6:20 p.m. on Prospect Avenue. It ended hours later, around 3:30 a.m. when police say units determined the suspect inside had died from a self-inflicted gunshot wound.
Allen, a 5-year veteran of the force, describes the gunshots heard at the scene.
He recalls the moment of arriving and taking action.
"When I got out of the car, time slowed down," he said. " I remember running as fast as I could. I made myself so small."
In the process of running, Allen was hit by a bullet.
"By the time I [got to] the corner of the house, I felt a hot sensation in my leg," Allen said.
That shot would be the beginning of an eight-hour standoff.
"I thought the guy was gonna come out of his house, finish the job and kill me," he said.
Allen was not the only victim; his K-9 Halligan was also injured as the gunman fired shots inside his SUV.
"My vehicle was shot about 17 times," Allen said.
Halligan was shot at least twice and is now missing part of his spleen and liver.
"I look at it as he took some of the bullets for me," Allen said. "I got a lot of love for him now."
There were no other injuries that day.
Allen has a bullet lodged in his thigh but is recovering.
A GoFundMe was started to help cover medical bills and other expenses for Allen and his family.
